ossl_path.exe, Windows script that will place openssl.exe and cat.exe in your
path.

This little script, ossl_path.exe, carries within a copy of openssl.exe and
cat.exe. When run, it will create a sub-directory in the current users'
AppData\Local directory named \openssl, and will place a copy of openssl.exe
and cat.exe within that directory. Additionaly, it will add that directory to
the users' "path" environment variable. This will ensure that Fate will run
correctly regarless of the working path. A re-boot is required for the modified
path variable to take effect.

The other option is to simply make sure that openssl.exe and cat.exe always
reside in the same directory that fate.exe is run from.
